New plan for Bayswater Town Centre sets vision for growth

03 July 2020

Planning Minister Rita Saffioti today welcomed endorsement of a new town centre plan for Bayswater which sets a strong vision for community growth and a greater mix of land uses.

Expanding 650m around the train station, the Bayswater Town Centre Structure Plan provides for a diverse range of new dwellings and job opportunities within a walkable distance to public transport services.

Developments that provide a mix of retail, residential and commercial uses will be encouraged to create a vibrant and resilient local economy, adding new retail space in the town centre and complementing the character of local shop fronts.

The Structure Plan builds on the McGowan Government's $253 million investment in the new Bayswater Station and seeks to leverage the increased number of public transport passengers, tourists and visitors that are expected to move through the area each day.

With a modern train and bus interchange connecting local residents and workers with the CBD, airport and three metropolitan rail lines, the town centre will prioritise pedestrians and cyclists.

Bayswater is part of the State Government's METRONET East Redevelopment project which will deliver new transport, housing, leisure and employment opportunities across Perth's east metropolitan suburbs.

Building on the existing local character, Development WA will now work with the City of Bayswater to finalise a detailed planning framework that will support the Structure Plan to aid revitalisation of the town centre and surrounding areas, maximise development opportunities and create a well-designed metropolitan centre where people want to live, work and visit.

The Structure Plan will be supported by a new planning scheme for the METRONET East Redevelopment Area which is expected to be in place later this year. Further public consultation will be undertaken as part of the detailed planning framework.

Comments attributed to Planning Minister Rita Saffioti:

"The McGowan Government's METRONET investment in Bayswater is creating local jobs during construction and helping to create a sustainable local economy into the future through creation of a vibrant town centre, new public transport facilities and a growing residential population."

"Bayswater Town Centre will be a major transport hub through METRONET, providing direct rail connections to Morley and Ellenbrook, Forrestfield and the airport - as well as the existing connections to Midland and Perth CBD."

"This Structure Plan provides for an increase in residential dwellings and local amenities and sets a strong vision for development of a well-designed, transit-oriented community."

"The Plan provides the basis for Bayswater to capitalise on the increased number of people coming to the area, and the expected increase in interest for convenient and modern housing options that are well located to the CBD and good public transport connections."

Comments attributed to Maylands MLA Lisa Baker:

"When completed, the new Bayswater Station will see thousands more people moving through this area every week."

"We want to make sure that our town centre is vibrant and encourages visitors to stop and stay for a while, or to consider relocating and choosing Bayswater to be their new hometown with all of the modern conveniences right at their doorstep - key to this will be good design principles and making sure Bayswater's energy and style is reflected."

"Bayswater is a great community and one that is set to thrive in the future under this new Plan. I am pleased with this vision, and am excited to see it come to life after years of community discussion and planning for the future of our town centre."
